You should be able to delete the *.pwl files in your \windows\ directory to wipe out the password databases. Usually it starts asking you again at that point.

If IE does it differently then the rest of Windows dose though, then I don't know.

You could probably go into Control Panel -> Internet Options -> Advanced -> and look for a "enable autocomplete" option. Just turn it off.
